Add COPR integration Makefile

I'd like to enable auto-builds of this repo to
https://copr.fedorainfracloud.org/coprs/g/CoreOS/continuous/ so it could
eventually feed into
https://github.com/coreos/fedora-coreos-tracker/issues/910.
